Oakland Awarded Contract to Implement DevOps Capability in AWS GovCloud Environment

Oakland is pleased to announce that our ongoing contract with USTRANSCOM and the Surface Deployment and Distribution Command (SDDC) to provide technical and functional support for the Transportation Financial Management System (TFMS) has been modified to implement a DevOps capability in an AWS GovCloud environment.

As background, USTRANSCOM and SDDC have directed Programs of Record (PoRs) to modernize and transition applications to a USTRANSCOM Commercial Cloud Environment leveraging cloud managed services and automated pipeline technologies.  Similar to other “on-prem” applications, TFMS will move to the cloud utilizing a “lift and shift” strategy.  The desired end-state at the completion of this task is for the TFMS to be fully functioning in the USTRANSCOM Commercial Cloud Environment.

Having successfully migrated TFMS to AWS GovCloud, Oakland was recently awarded a contract to identify available DevOps tools, recommend business processes to be automated using those tools, and implement those recommendations approved by the Government.  Over the life of the contract, Oakland will integrate tools from differing phases of the DevOps cycle and define an end-to-end automated process.  This will contribute to synchronization and collaboration across the organization and introduce improved effectiveness and efficiency.  The end result will be faster and more accurate deployment and releases.

Prince George’s County Government’s Office of Information Technology (OIT) has awarded Oakland Consulting Group a contract to provide post-implementation support for its Enterprise Resource Planning (ERP) Program.  The County’s ERP Program replaced several of its legacy systems with SAP-based solutions. Oakland will be working closely with the County to provide SAP Tier 2 and Tier 3 support services starting in September 2019.

Our team has developed and is executing a detailed migration plan that identifies cloud computing benefit, recommended migration plan, schedule, and associated costs to assist the Government. The plan includes the target environment, migration method, resource plans from both the Government and Contractor, scope, strategy, schedule/timeline, dependencies, risks/issues, estimated costs, and test strategies.

The Washington Suburban Sanitation Commission (WSSC) has awarded Oakland Consulting Group a contract to provide post-implementation support for its Project Cornerstone Program.  Project Cornerstone is the Commission’s effort to implement Oracle Utilities Software product in support of their move to an advanced metering infrastructure.  WSSC is implementing Customer to Meter (C2M), Mobile Work Force Management (MWM) and Work and Asset Management (WAM) solutions to help achieve their vision.   Oakland will be working closely with WSSC to provide Tier 2 and Tier 3 support services starting July 1, the anticipated go-live date for the first wave of implementation.

Our Customers - US Naval Air Systems Command (NAVAIR)

Support for Production SAP Business Intelligence Systems

NAVAIR is headquartered in Patuxent River, Md., with military and civilian personnel stationed at eight locations across the continental United States and one site overseas. NAVAIR's mission is to provide full life-cycle support of naval aviation aircraft, weapons and systems operated by Sailors and Marines. This support includes research, design, development and systems engineering; acquisition; test and evaluation; training facilities and equipment; repair and modification; and in-service engineering and logistics support.

 NAVAIR is organized into eight "competencies" or communities of practice including: program management, contracts, research and engineering, test and evaluation, logistics and industrial operations, corporate operations, comptroller and counsel.  NAVAIR provides support (people, processes, tools, training, mission facilities, and core technologies) to Naval Aviation Program Executive Officers (PEOs) and their assigned program managers, who are responsible for meeting the cost, schedule, and performance requirements of their assigned programs.

Oakland‘s first project for NAVAIR was to provide consulting support for NAVAIR’s Business Intelligence (BI) implementation of SAP Business Object Enterprise. Our consulting services included:

  • Assessment of current NAVAIR BI environment and design of a BI Platform consolidating the major BI silos into a single platform with an ability to scale out if appropriate
  • BI Architecture design of the platform including, clustering, High Availability, Redundancy, Back and Recovery and Best Practices
  • Review of the Sizing requirements and provision of recommendations on sizing and scalability of the Business Objects environment
  • Assessment of NAVAIR’s existing BI environment to include detailed recommendation of solutions for improved performance including configuration items
  • Provision of Administration and Maintenance Best practices
  • Development of a high level tool assessment and road map showing how to exploit opportunities and leverage existing BI capabilities across the Navy.
 

Based on the success of our BI consulting, Oakland was subsequently engaged to provide, for NAVAIR’s Data Warehouse Analytical Reporting System (WARS) implementation of Business Objects Enterprise (BOE), located at Patuxent River Naval Air Station (NAS), services to certificate enable the BOE login and pass the certificate credentials to the appropriate Oracle or SQL Server database for authentication over the Navy Marine Corp Intranet (NMCI). Our work covered the entire system development life cycle from requirements definition through deployment, with all work completed on schedule and on budget.

Oakland is currently the prime on a contract with the Naval Air Warfare Center Aircraft Division (NAWCAD) to provide assistance with NAWCAD’s BOE XI Release 3 implementation in the Oracle environment within the NMCI network Oracle environment. We are providing similar services in the implementation in the SQL Server environment, including support for the upgrade to BOE Intelligence Platform 4.
